test(python): admit the runtime context after the skill catalog in authoring snapshots

The release-shaped authoring smoke records the first request's user blocks.
The runtime-context snapshot now follows the messages that agent/pre-step
admitted, so the skill catalog precedes it. CI on the previous head reported
exactly this reorder for linux-x64 and win-x64; the content is unchanged.
