feat(web): gate web_fetch and the DeepSeek web APIs on readiness
The Web search switch selects the DeepSeek Search and Fetch APIs together, and both reuse the DeepSeek chat key by default. Neither provider answered readiness, so a step without a usable key was offered web_search and web_fetch whose every call failed, and a conversation on another provider's model or behind a gateway sent the chat key to DeepSeek. dsh-web gives WebFetchProvider an optional ready(llmProvider) and adds ctx.web.fetchReady(), which asks only the provider fetch() selects, as searchReady() does for search. tool-web registers web_fetch with a step activation condition on fetchReady(), so a step that cannot fetch leaves the tool out of declarations, guidance, and PTC bindings and refuses a call to it as UNKNOWN_TOOL; without web_fetch the search guidance uses its search-only text. The shipped HTTP fetch provider has no ready() and stays admitted. web-deepseek-api applies the API-key rules of Messages search to both APIs: without a literal apiKey, an apiKeyEnv other than DEEPSEEK_API_KEY, or a baseURL other than the default, the chat key goes only to the DeepSeek routes and only to an API base on the official chat route's origin. The refusal sits in the key's only resolver, and both providers' ready() answers presence in the order an operation resolves credentials. The transport repeats these checks so the package still does not depend on dsh-web-search-deepseek.

## Problem
`dsh-tool-web` registers `web_search` whenever search is enabled, and the [web capability seam decision](2026-06-24-web-capability-seam.md) keeps it visible while the selected provider cannot run. The shipped search provider, `dsh-web-search-deepseek`, authenticates a search with the DeepSeek account token only for a model request on the `deepseek-account` route; every other route needs a configured API key. A Session on an API-key route without a search key was therefore offered a tool whose every call failed with `WEB_PROVIDER_CREDENTIAL_MISSING`. Sessions in one Host can use different routes, a Session can switch routes between requests, and the Web app registers `web_search` once per agent preset, so no registration decision matches every request.

The Search and Fetch APIs of `dsh-web-deepseek-api`, which the Web search settings switch selects together, need that credential for both operations, so the same Session was also offered a `web_fetch` whose every call failed.

## Decision
Each role of the web capability seam owns one part of a per-step check:
- **Service Definition.** `WebSearchProvider` has an optional `ready(llmProvider)` that answers whether a search made for a model request on that chat route has a credential to send. It checks configuration only and makes no network calls. `ctx.web.searchReady(llmProvider?)` resolves the provider with the same rules as `search()` and returns its answer. A provider without `ready()` counts as ready, and a selection failure answers true because `search()` reports that failure as a structured `WebError`.
- **Service Provider.** `dsh-web-search-deepseek` answers true when the route is `deepseek-account` and `ctx.deepseekAccount.resolveToken()` returns a token for the configured search endpoint, when the section carries a literal `apiKey`, or when `ctx.credentials.describe()` reports the `apiKeyEnv` reference configured (without that service, when the launching environment carries it). It checks them in the order `search()` resolves them, and a failed account-token or credential-store read answers false, because `search()` fails on that read instead of trying the next credential. The provider names no tool or prompt section.
- **Consumer.** `dsh-tool-web` registers `web_search` with a [step activation condition](../../../../packages/core/tools/README.md#conditional-tools) that asks `ctx.web.searchReady()` about the route of the step's model selection. The agent loop resolves conditions before it assembles the step, so the declared tools, the `tool:web_search` prompt section, PTC program bindings, and dispatch all read the same admitted set.
- **Service Definition.** `WebSearchProvider` and `WebFetchProvider` have an optional `ready(llmProvider)` that answers whether an operation made for a model request on that chat route has a credential to send. It checks configuration only and makes no network calls. `ctx.web.searchReady(llmProvider?)` and `ctx.web.fetchReady(llmProvider?)` resolve the provider with the same rules as `search()` and `fetch()` and return its answer. A provider without `ready()` counts as ready, and a selection failure answers true because the operation reports that failure as a structured `WebError`.

It checks them in the order `search()` resolves them, and a failed account-token or credential-store read answers false, because `search()` fails on that read instead of trying the next credential. The Search and Fetch API providers of `dsh-web-deepseek-api` share one credential and answer the same way for their API base; their transport repeats these checks, so neither package depends on the other. The providers name no tool or prompt section.
- **Consumer.** `dsh-tool-web` registers `web_search` and `web_fetch` with [step activation conditions](../../../../packages/core/tools/README.md#conditional-tools) that ask `ctx.web.searchReady()` and `ctx.web.fetchReady()` about the route of the step's model selection. The agent loop resolves conditions before it assembles the step, so the declared tools, the `tool:web_search` and `tool:web_fetch` prompt sections, PTC program bindings, and dispatch all read the same admitted set.

Whether the API key counts depends on whether search has its own configuration: a literal `apiKey`, an `apiKeyEnv` other than `DEEPSEEK_API_KEY`, `baseURL`, or `$DEEPSEEK_SEARCH_BASE_URL`. A user who configures any of them has set search up deliberately, so the key and endpoint configured for search serve every route. Without such configuration the key is the DeepSeek chat key, and the provider applies two checks, repeating them in the API-key resolver of every search, the only place the key leaves:

Whether the API key counts depends on whether the provider has its own configuration. For Messages search that is a literal `apiKey`, an `apiKeyEnv` other than `DEEPSEEK_API_KEY`, `baseURL`, or `$DEEPSEEK_SEARCH_BASE_URL`; for the Search and Fetch APIs it is a literal `apiKey`, an `apiKeyEnv` other than `DEEPSEEK_API_KEY`, or a `baseURL` other than the default their schema fills in. A user who configures any of them has set the provider up deliberately, so its key and endpoint serve every route. Without such configuration the key is the DeepSeek chat key, and the provider applies two checks, repeating them in its API-key resolver, the only place the key leaves:
- **Route.** A model request on a route other than `deepseek-account` and `deepseek-official` is refused with `WEB_PROVIDER_ROUTE_DISABLED`, because its search would bill the DeepSeek chat key for another provider's conversation.
- **Endpoint.** When the search would send the official chat route's own key reference, the search endpoint must share the origin of that route's chat endpoint; otherwise the refusal is `WEB_PROVIDER_ENDPOINT_MISMATCH`, because a key for a gateway is not a DeepSeek key. The provider finds the active `dsh-llm-deepseek-api-key` Loader row and resolves its endpoint with that package's own resolver. A composition without that row has no chat endpoint to compare.

Only presence decides: no API key value is read and no endpoint is contacted, so a wrong key or an endpoint that does not serve the native `web_search_20250305` server tool keeps the tool admitted. A step that does not admit `web_search` also refuses calls to it as `UNKNOWN_TOOL`, so a model that repeats an earlier call reaches no provider; a search made outside a model step still applies the provider's checks when it resolves the key.

**Treat selecting the Search and Fetch APIs as configuring them.** Turning on the settings switch changes the protocol but keeps the DeepSeek chat key, so the switch alone would reopen both problems of the previous alternative for search and fetch.

**Expose each route's endpoint through `dsh-llm`.** An optional endpoint field on provider or model information would let any consumer compare endpoints, but `listProviders()` is a Remote method, so the field would reach the browser and model-visible model lists for one provider's check.

## Consequences
`dsh-web` gains two public members, the optional `WebSearchProvider.ready()` and `WebRuntime.searchReady()`. `searchReady()` is the smallest query its one consumer needs, which is how the [observation-surface decision](../../archived/simplification/2026-07-04-drop-unconsumed-web-observation-surface.md) lets a status query return; it reports neither availability nor selection failures. The Exa and Perplexity providers implement no `ready()`, so their behavior is unchanged. A step that does not admit `web_search` leaves it out of PTC program bindings too. An endpoint that cannot serve the native server tool keeps the tool admitted and fails each call. Removing the tool on an unchanged route changes the declared tools and misses the prompt cache once; a model switch already invalidates it. Searching from another provider's conversation requires search's own key or endpoint, and writing out the default key reference `DEEPSEEK_API_KEY` counts as no configuration, while a written `baseURL` counts even when it names the default endpoint. Reading the official chat endpoint makes this provider depend on `dsh-llm-deepseek-api-key` and on the Loader's rows; replay compositions disable that row and so skip the endpoint check.
`dsh-web` gains public members: the optional `ready()` of both provider interfaces, `WebRuntime.searchReady()`, and `WebRuntime.fetchReady()`. Each readiness method is the smallest query its one consumer needs, which is how the [observation-surface decision](../../archived/simplification/2026-07-04-drop-unconsumed-web-observation-surface.md) lets a status query return; neither reports availability or selection failures. The Exa, Perplexity, and HTTP fetch providers implement no `ready()`, so their behavior is unchanged, and `web_fetch` stays admitted whenever the switch leaves HTTP fetch selected. A step that does not admit a web tool leaves it out of PTC program bindings too. An endpoint that cannot serve the native server tool keeps the tool admitted and fails each call. Removing a tool on an unchanged route changes the declared tools and misses the prompt cache once; a model switch already invalidates it. Using a DeepSeek web provider from another provider's conversation requires that provider's own key or endpoint, and writing out the default key reference `DEEPSEEK_API_KEY` counts as no configuration, while a written Messages `baseURL` counts even when it names the default endpoint. With the Search and Fetch APIs selected, such a conversation, or one behind a gateway, has neither web tool until the APIs have their own key or base. Reading the official chat endpoint makes both DeepSeek web packages depend on `dsh-llm-deepseek-api-key` and on the Loader's rows; replay compositions disable that row and so skip the endpoint check.
Unit tests pin each role: `packages/web/web/tests/web.spec.ts` covers which provider `searchReady()` asks and its answer on selection failure, `packages/web/web-search-deepseek/tests/deepseek.spec.ts` covers each credential case of `ready()`, and `packages/web/tool-web/tests/tool-web.spec.ts` resolves step admission through the real prompt, tool, and executor services, including the `UNKNOWN_TOOL` refusal of a call in a step that withheld the tool. The shipped headless keyless smoke test and the `web-search-unconfigured` recorded-session snapshot pin the withheld tool in real compositions. Snapshot replays supply a placeholder DeepSeek key, so their tool lists do not depend on the runner's environment. `packages/web/web-search-deepseek/tests/chat-endpoint.spec.ts` boots a real Loader composition with the official chat route to pin the endpoint check, and the `pi-ai-conversation-updates` snapshot pins that a conversation on a pi-ai route is not offered `web_search`.

因此,API 密钥路由上没有搜索密钥的会话会获得一个每次调用都以 `WEB_PROVIDER_CREDENTIAL_MISSING` 失败的工具。

- **Service Definition。 `ctx.web.searchReady(llmProvider?)` 按与 `search()` 相同的规则解析提供方并返回其回答。

- **Service Provider。
- **Consumer。** `dsh-tool-web` 注册 `web_search` 时带上一个[步骤激活条件](../../../../packages/core/tools/README.zh.md#conditional-tools),以该步骤模型选择的路由询问 `ctx.web.searchReady()`。

The two protocols retain independent API bases. Messages keeps `https://api.deepseek.com/anthropic/v1` and appends `/messages`. Direct retrieval uses `web-deepseek-api.baseURL`, which defaults to the guide's public base `https://api.deepseek.com/v1/tools`, and appends `/search` or `/fetch`; the verified development base is `http://api-dev.deepseek.com:8031/api/v1/tools`. These prefixes are different and are never inferred from the hostname, so another deployment enters its complete base. The switch is already the explicit opt-in, so the documented public deployment serves as its default. A blank or unparseable base leaves both providers unavailable.

The guide specifies API-key Bearer authentication, and requests send only the documented authorization and JSON content type. A Session on the DeepSeek account route sends its account token instead, as Messages search does; the public Search and Fetch routes accepted it on 2026-10-16, so account-only users can enable direct retrieval. An Anthropic-compatible gateway checked the same day served Messages web search and had no `/v1/tools` routes; such deployments keep Messages search.

A provider's `available(): boolean` is a cheap LOCAL check (credential presence, parseable config) and **must not make network calls**. It is an input to execution-time selection, not a health system: `search()`/`fetch()` read it to pick a usable provider, and a selection failure surfaces as the structured `WebError` the caller routes on — which carries the branchable detail (the missing id or ambiguous candidate set) in its code and message.
A search provider may also implement `ready(llmProvider): Promise<boolean>`, a configuration-only check that must not make network calls: it answers whether a search made for a model request on that chat route has a credential to send. `searchReady(llmProvider?)` asks only the provider that `search()` would select, treats a provider without `ready()` as ready, and answers true when selection fails, because `search()` reports that failure as a `WebError`. Readiness is not a selection input; `dsh-tool-web` makes it the activation condition of `web_search`, so a model step whose route answers false neither declares nor dispatches the tool.

Selection never depends on registration, config, or HMR order: a capability has an explicit provider id (config `searchProvider`/`fetchProvider`, or the matching env var feeding the same field), or auto-selects when exactly one usable provider is registered; multiple usable providers with no configured id is `WEB_PROVIDER_AMBIGUOUS`, not first-wins. Each operation reads the configured id when it runs, so a saved settings change applies to the next search or fetch without remounting `ctx.web`.

## Summary
`dsh-tool-web` lets models search the web with `web_search` and retrieve pages with `web_fetch`. Choose it when an agent needs current information or full source text, and enable either tool independently through package configuration. Results label provider-controlled text as external and untrusted, while fetched HTML excludes active and hidden content. If a configured provider is missing or unavailable, the tool remains visible and returns a structured error the model can act on; a request whose searches the selected provider cannot authenticate is not offered `web_search`. Timeout and result-size limits are deployment settings rather than model arguments.

Tool registration follows product enablement, not backend availability: a tool stays visible even when its selected provider is missing, misconfigured, ambiguous, or temporarily unavailable. Execution then fails with a structured `WebError` — for example `WEB_PROVIDER_UNAVAILABLE` or `WEB_PROVIDER_AMBIGUOUS` — which becomes an error tool result the model can read and hooks or UI can route on. To remove a web tool, disable it here in config. A model request still goes without `web_search` while the selected provider is not [ready](#search-readiness) for it.

Each model step admits `web_search`, and so declares, describes, and dispatches it, only while `ctx.web.searchReady()` answers true for the chat route of the step's model selection. The service asks only the search provider that `search()` would select; a provider that does not implement readiness counts as ready, and a selection failure also answers true, so the stable-registration errors above still reach the model. [`dsh-web-search-deepseek`](../web-search-deepseek/README.md#authentication) is not ready when the step's search has no credential it may send; without search configuration of its own, it sends one only for the DeepSeek account and official routes. The check runs for every step, so a model switch or a newly stored key applies to the next step; `web_fetch` is unaffected. A step that does not admit `web_search` also leaves it out of PTC program bindings, and a call to it fails as `UNKNOWN_TOOL`.

A step whose selected search provider is not ready carries neither the `web_search` schema nor its prompt guidance, and its PTC programs cannot bind it; `web_fetch`, its guidance, and the other tools are unchanged. A `web_search` call in such a step fails as `UNKNOWN_TOOL` with `unknown tool "web_search"`. The agent loop records each difference from the previous request as a tool-registry update, so a route switch, or a key being stored or removed, appears as a `web_search` addition or removal on the next request.

未准入 `web_fetch` 时,`web_search` 的指引使用仅搜索文本。

### Authentication
A Session using the `deepseek-account` route asks the account service for a token authorized for the resolved endpoint and sends it as `x-dsh-auth-token`; the public Search and Fetch routes accepted it on 2026-10-16. Otherwise a non-empty literal `apiKey` wins over `apiKeyEnv`; the reference resolves through `ctx.credentials`, or the launch environment when that service is absent. API keys use `Authorization: Bearer`. Credential resolution and endpoint selection share one settings snapshot.
Whether an operation may send the API key depends on whether these APIs have their own configuration: a literal `apiKey`, an `apiKeyEnv` other than `DEEPSEEK_API_KEY`, or a `baseURL` other than the default. With their own configuration, the key and API base serve a model request on any route. Without it, the key is the DeepSeek chat key, and the two checks of [Messages search](../web-search-deepseek/README.md#authentication) apply before it leaves. An operation for a model request on a route other than `deepseek-account` and `deepseek-official` fails as `WEB_PROVIDER_ROUTE_DISABLED` before any credential is read, so a conversation on another provider's model does not bill DeepSeek. The official chat route's own key reference goes only to an API base on that route's chat origin, read from the active `dsh-llm-deepseek-api-key` row with that package's resolver; otherwise the operation fails as `WEB_PROVIDER_ENDPOINT_MISMATCH`, because a key for a gateway is not a DeepSeek key. A composition without an active official route row, such as a replay, has no chat origin to compare, and an operation outside a model request skips the route check.
Each provider's `ready()` answers whether an operation for a model request would have a credential it may send: the request's route is `deepseek-account` and `ctx.deepseekAccount` resolves a token for the API base, or the API key may be sent under the rules above and a literal `apiKey` is set or `ctx.credentials.describe` reports the `apiKeyEnv` reference configured (without that service, the launch environment must carry it). A failed account-token or credential-store read answers false. While these providers are selected, [`dsh-tool-web`](../tool-web/README.md#search-readiness) withholds `web_search` and `web_fetch` with their prompt guidance from each request for which they answer false. Only presence is checked: a wrong key counts as ready and fails each call.
### Results and failures
The Search API receives `query`, `count` (the configured count, or the request's smaller `maxResults`), `need_content: false`, and, unless `sendOriginalQuestion` is off, `ori_question`: the text of the initiating Session's latest human prompt with whitespace collapsed and cut to 128 characters. A search outside a Session or without such a prompt omits it. The provider maps `results[].snippet` as the display excerpt and `results[].summary` as the model-facing excerpt, and maps nullable `date` to optional `publishedAt`; `dsh-tool-web` caps each summary. An empty results array is successful. Fetch sends `url` and returns the original Markdown as a text body with HTTP status 200, because the API answers with an error status when the target yields no usable content. Its URL is the requested URL: the API reports no final redirected URL.
A blank or unparseable `baseURL` makes both providers unavailable, and a `count` outside 1 to 50 makes Search unavailable. Missing credentials fail with `WEB_PROVIDER_CREDENTIAL_MISSING`; cancellation uses `WEB_ABORTED`; transport, HTTP, and malformed response failures use `WEB_PROVIDER_ERROR`. Redirects are rejected before contacting their target. Non-success Fetch API statuses are retrieval failures, not target-page statuses. Account-authenticated HTTP 401 responses provide sign-in guidance; other dispatch failures identify the endpoint and the `baseURL` settings field. No automatic retry or provider fallback occurs.

While these providers are selected, a conversation request for which one is not ready carries neither its tool's schema, `web_search` or `web_fetch`, nor that tool's prompt guidance; [`dsh-tool-web`](../tool-web/README.md#search-readiness) owns that effect.

- In 2026-10-16 probes, different `ori_question` values left result order, scores, and summaries unchanged; the provider still sends it because the guide documents it as an intent signal.

- API query and URL constraints are enforced by the remote service. An unresolvable Fetch target returned HTTP 500 rather than the documented 404 on 2026-10-16, and its failure carries the same endpoint guidance as an endpoint failure. Fetch exposes neither the target status nor the final redirect URL, so results report HTTP 200 and the requested URL; the provider discards the API's page title.

- `available()` cannot query asynchronous credential stores; `ready()` does, so model steps withhold the tools when the store lacks the key. A direct `ctx.web.search()` or `ctx.web.fetch()` call can still fail with a missing-credential error.

凭据缺失以 `WEB_PROVIDER_CREDENTIAL_MISSING` 失败;取消使用 `WEB_ABORTED`;传输、HTTP 和响应格式错误使用 `WEB_PROVIDER_ERROR`。

### Search and fetch readiness

`searchReady(llmProvider?)` asks the search provider that `search()` would select whether a search made for a model request on that chat route has a credential to send; [`dsh-tool-web`](../tool-web/README.md#search-readiness) uses the answer to decide whether each request is offered `web_search`. A provider answers through its optional `ready(llmProvider)`, a configuration-only check that must not make network calls; a provider without it counts as ready. When selection fails, `searchReady()` answers true, because `search()` reports that failure as a structured `WebError`. Readiness never changes which provider is selected.

At call time the service resolves the provider — configured id first, then the unique usable provider — and throws the matching `WebError` when no clear winner exists. A search result then passes through `capSources`, which truncates `sources[]` to `maxResults` and flags `truncated`. `searchReady()` resolves the same search provider, answers true when resolution throws, and otherwise returns the provider's `ready()` answer, or true when it has none. Registration is effect-based: providers register with the calling fiber and unregister when it disposes, and a duplicate id within a capability kind is rejected at registration.

- **提供方支持的页面提取不属于 `fetch()` 范围**:Firecrawl/Tavily 风格的 `web_extract` 能力延期,而不会扩展抓取操作。
