ZiyaZhang e42f262bc5 feat(plugin-manager): let a bundle list its rows without row switches ...

A bundle whose rows work only together sets `dsh.bundle.rowSwitches: false`.
`listBundles` reports it as `rowSwitches`, and the Plugins page then lists the
bundle's rows with their state and offers only the bundle's own switch. A
bundle that omits the field keeps a switch per row.
