Yif 3e96ed79a7 fix(workspace): steady hovered session titles and polish the sidebar controls ...

Hovering a session row no longer scrolls its clipped title (the mask fade
stays), the one-time archived-filter callout and the content-search
unavailable notice are gone, the group-row new-session button shares the
new-chat glyph, and the view-options trigger uses the two-slider icon with
a 200px menu floor and a visible separator hairline.
