ZiyaZhang 3c5111bffa fix(experimental): share the proposal block parser with the Client bundle ...

The Client card imports actionBlocksOf from the Host package's new
./action-block subpath instead of keeping a copy, and the client bundle
admits that pure parser as an inline-safe entry; the tool catalog test
no longer expects suggest_action, and over-long lines are wrapped.
