ConnectionController deduplicates repeated connecting states across backoff
attempts, so the shell cannot tell manual retries from automatic ones; a
shell-held flag either flipped the label mid-hold or stuck across later
attempts. Every attempt now reads the single connecting label, and the
two-second recovery confirmation starts when the recovered pill becomes
visible rather than at the state transition, so the 800ms hold never
shortens it.
