Yichen Jiang 2ee53e1cce test(python): admit the runtime context after the offloaded image in advanced snapshots ...

The release-shaped sdk-snapshot smoke records an image message that a
pre-step listener adds. The runtime-context snapshot now follows the
messages that agent/pre-step admitted, so it moves after that image and the
image/offload target seq changes from 13 to 12. The previous CI run stopped
at the authoring snapshot before reaching this one.

Re-recorded with --update-snapshots through apps/cli/lib/bin.js; the local
result.json diff matched the linux-x64 and win-x64 CI diffs exactly. The
scheduler-recovery, restart, minimal, minimal-in-history, and dynamic-tools
snapshots re-record unchanged.
