fix(desktop): show a local document while the policy login page loads
...
The login window navigated straight to the policy origin, so a slow or redirecting remote page left the window blank. The packaged placeholder is now the window's first document and the login request starts only after it settles; the first committed remote document replaces it, so nothing overlays the third-party page and a pending subresource cannot extend it.
