Turtle b268c91066 docs(experimental): keep plugin descriptions to high-level behavior 
Shorten the experimental plugin descriptions to what each plugin does and
how to use it, and keep the official-plugin catalogs unchanged.

Turtle 4c4f88af86 fix(experimental): keep plugin risks in descriptions and bound skill catalogs 
Add the remaining material risks to the experimental plugin descriptions,
serialize only English descriptions in the official-plugin catalogs so the
skill results stay below their previous size, and read description test
literals from the locale resources.
